The GCIO is responsible for providing Ministers system-wide assurance that ICT risks are being identified and well managed by agencies and across government as a whole, and that the benefits of ICT investments are being delivered.
The overarching objective for improving system-wide Information and Communications Technology (ICT) assurance is to provide stakeholders with confidence that ICT risks and processes within the State Services are identified and effectively managed. [CAB Min (13) 20/13]
All high and moderate risk/value ICT-enabled projects and programmes must have an approved, tailored, costed and resourced ICT Assurance Plan to provide the Chief Executive and Minister with confidence that the investment will deliver the expected outcomes and subsequent benefits. All agencies should have an ICT Operations Assurance Plan that provides the agency’s Chief Executive with confidence that ICT operational risks and processes that support their business are being identified and effectively managed. Agencies within the GCIO functional leadership mandate must file their ICT Operations Assurance plans annually with the GCIO.
The Government Chief Information Officer (GCIO), as the functional leader for Government ICT, is mandated to establish an independent panel of Independent Quality Assurance (IQA) and Technical Quality Assurance (TQA) providers. The objective of the panel is to improve the quality, consistency and independence of Assurance Services provide to government agencies.
