Present the case


The business case from Prepare requests funding only for Discover (which can be accurately estimated). It is built from the outputs of the other Prepare stages.

Consider four questions:

  • Is the economic value of the estimated benefits sufficient to justify an intervention?
  • Is the priority sufficient to justify investing some opex to investigate the case more fully?
  • Does the economic value and priority justify the cost of a three month investment in Discover with a limited team?
  • What is/are the appropriate source(s) of funding for Discover?


The aim of this stage is to:

  • present the initial business case to fund Discover, to the project stakeholders.


Actions which may be carried out during this stage include:

  1. Create the initial business case A3 summary.
  2. Update the concept brief to align with the business case.
  3. Append the ILM or the project trajectory to the concept brief.
  4. Append the recommended option from the initial options analysis to the concept brief, including a conceptual picture of the solution components.
  5. Present the concept brief to stakeholders for their support, along with the estimated cost for Discover.
  6. Negotiate the plan with the stakeholders and the funding body to secure resources for Discover.


The outputs from this stage include:

  • business case A3 summary
  • updated concept brief.
