Align with strategic priorities


The Government, agencies, and business units set challenging goals. Therefore determining cross-agency strategic priorities is complicated.


The aim of this stage is to:

  • identify how the project contributes to the strategic directions and goals for the participating agency(s) which will clarify the project’s benefits and priorities.

Each government agency publishes their strategic priorities and goals on their websites.

When searching, consider focus areas, four year plans, improvement plans, and investment objectives.


 Actions which may be carried out during this stage include:

1. Research each participating agency’s strategic documents and evaluate the project against all these using the strategic alignment questionnaire.

2. Undertake a scan of the strategic environment using PEST or PESTLE.

3. Include a summary of the research from step 1 for each agency in the concept brief. Include the agency’s goals, current activities, available resources, operating environment, and any externally driven factors.

4. Map the project outputs to relevant stakeholder goals and investment objectives using:

  • 5 Whats to identify the project’s value and outcomes
  • a strategic value map to show how this project aligns and supports the strategic goals and objectives of the agencies involved.

5. Update the concept brief with a strategic value map.

6. Review alignment of the project deliverables with the strategic objectives of the participating agency(s) using the Strategic Alignment questionnaire.

7. Update the current concept brief and communicate it to stakeholders.
