Planning Groups

Common ICT Capabilities are clustered into domains of related functional and subject matter areas. The Planning Groups' objectives are;

  • to create and update a vision, strategy and benefit-realisation plans for a domain of common capability
  • to provide expert advice to the Government ICT Council, lead agencies and other governance groups.

Role and Function

Planning Groups meet their objectives by

  1. Approving the vision, strategy and roadmap for the Common ICT Capability domain
  2. Providing trusted advice to the lead agencies to support the Roadmap trajectory and its deliverables
  3. Reviewing proposals from lead agencies on the development and operation of common ICT capabilities
  4. Approving and releasing the Common ICT Capability domain roadmap (3 monthly cycle) and any material changes to it
  5. Approving any Standards and Architectures which are developed as part of the process of developing the capability
  6. Advocating the business value of Common ICT Capabilities with colleagues and stakeholders
  7. Monitoring and advising the lead agencies uptake and benefits realisation
  8. Advising the lead Architect on appropriate architectural direction consistent with the GEA-NZ  blueprint
  9. Advising the Commercial lead on appropriate commercial direction, consistent with the work of the Supply Reference Group
  10. Ensuring consistency and compatibility with other Common ICT Capability streams and the integration of architecture, supply and ICT delivery models

Four Planning Groups have been fully constituted as at July 2011.

1. End User Devices Planning Group

2. Communications Planning Group

3. Channels and Touchpoints Planning Group (Rethink Online)

4. Identity Planning Group.

 

How are the Planning Groups constituted?

The membership (maximum 10) is an appropriate mix of:

  • Up to: 3 CIOs and  3 level 2-3 subject matter experts/business leaders
  • Lead agency Programme Managers
  • Lead Agency Common Capability Owner
  • Lead Architect

The Government ICT Council appoints the chair, and members, of the Planning Groups. Candidates for these groups must be put forward for a selection process with the explicit support of their line managers.
